New Cadillac XT5 components not available during delivery

I am looking to purchase a new Cadillac  XT5 and have seen that components such as heated seats are not available during delivery. The invoice says, “retrofitted at a later date.” I have also seen very few at dealerships, Is this because of transport issues?
And the steering wheel heat is not able to be retrofitted after delivery.
Does anyone know if this will change or why they are delivering Cadillacs like this?
