help does any know whats going on with the head bolts on 6.0

we had a problem with head bolts on 2007 Cadillac escalade with 6.0 ltr mtr.we could only hand crank motor half the way each direction and then it stopped .we torched to 22.2lbs as per our guide said.we removed the rods one at a time and tried to hand crank still it got stuck and continued to be stuck ,until we started on head bolts .any ideas about what s going on? motor has 250k on it

originally problem was a broken lifter baring we removed head installed new lifters and reassembled as per specks and discovered that when the head bolts are torched down you can only hand crank motor half way both directions.when we remove head bolts on both sides the motor will fully hand crank over
