help does any know whats going on with the head bolts on 6.0

originally problem was a broken lifter baring we removed head installed new lifters and reassembled as per specks and discovered that when the head bolts are torched down you can only hand crank motor half way both directions.when we remove head bolts on both sides the motor will fully hand crank over
